Latin America Communications

I am the Editor of Chasqui, a Journal on Latin American media and
communications trends. We have been publishing without interruptin since
1981 and our topics include developments in the cultural and communications
industries in the region, new trends in alternative or community media,
analysis and proposals of media policies in the region, the role of media in
political developments, among many others.

In fact Chasqui is a journal on Latin American affairs for students and
researchers working on regional issues and international relations.

I am requesting articles for our next issue to be published in October 1993.
Our central topic will be Public and Educational Radio and Television
Networks in the Industrialized countries particularly, in the US, Canada,
Australia, UK, Denmark, Sweden and Germany.

Background. Latin American countries are going through a period of radical
transformation in their media legislation, property structures, and
relations with regional and national governments. Alternative, comunity or
popular media is searching for ways to survive in an unfriendly economic and
political environment. In all countries scholrs and professionals are
looking for models of systems in which the national, state, and local
government may join with private sector sponsors, listeners, and NGO's to
create networks of educational, cultural and community radio and tv
stations. The process is seen as part of ongoing democratization of the
market, society and the political system.

The industrialized countries of north America, Europe and Asia have built
such systems of public service media over the past decades with different
initial objectives and different achievements. We want to devote most of our
next two issues to a critical review of these systems. The articles would be
aimed at readers generally unfamiliar with media in the countries studied. 

The articles must be submitted to Chasqui by August 15, 1993 by fax, e-mail,
or ordinary or express mail. The articles should be about 2400 words. Longer
essays will be considered but may be edited down if needed. Articles may be
submitted in English, Spanish, French, German, Portuguese or Italian. They
will be translated for publication in Spanish. 

Also we are interested to learn of availability of essays or papers in other
topics related to international telecommunications, academic/ research/other
conferences, hotlines, new tecnologies, libraries virtual and otherwise,
role of media in political developments in Latin America, media and
development, media and education, etcetera.

length, one paragraph description, estimated date of transmittal/arrival,
and a few lines on your professional background.
